SC spends $8.1B per year on pubic education. $3.5B (43%) spent on "Instruction." On what do we spend the other $4.6B?
The South Carolina Budget and Control Board reports public school districts spending as follows:

Over seven years public schools spent $8.8 billion on real estate purchases and debt service.
In 2007, public schools spent $2.5 billion on "Administration." Do you know how we can find details of what comprises "Administration?"
(The SCB&CB said that 2008 numbers will be available soon.)
