Proof that SC state government is dysfunctional is that the Comptroller General sets education policy

I'll bet that most of the people reading this have no clue what the Comptroller General of South Carolina does. No clue at all.

I'll bet that most of the people reading this have no idea what the Budget and Control Board is, or who the five people are that serve on it.

The Budget and Control Board is the most dysfunctional part of South Carlina's state government. It is a legacy of our racist past when those who wrote the current state constitution were concerned that a black would be elected governor and so fragmented executive control. No other state has followed South Carolina's lead in creating a similar entity, which ought to be a clue.

I was struck in reading reports how the misguided moratorium on university construction projects imposed by the Budget and Control Board was "pushed for by Comptroller General Richard Eckstrom and approved by the five-member budget board."

Does Rich Eckstrom have any expertise that qualifies him to set education policy in South Carolina? No.

For that matter does the Budget and Control Board collectively have the expertise that qualifies it to set education policy in South Carolina? No.

Is there any question that a dysfunctional state government results in South Carolina trailing its neighbors in both the level of education and prosperity? No.

It is past time for South Carolina to overcome past sins and enter the 21st century by restructuring state government. A practical example of why that is so important is that we can find someone better qualified than the chief accountant to determine education policy for the state.
