By the Telecommunications Act of 1996

GREENVILLE, S.C., Feb. 20 /PRNewswire/ -- NewSouth Communications, a
broadband Integrated Communications Provider (ICP) to business customers in
the Southeastern US, is encouraged by the result of today's vote by the
Federal Communications Commission (FCC) in the Triennial Review. The FCC has
recognized the substantial benefits of facilities-based competitors such as
NewSouth by ensuring competitors access to the incumbent LEC's network,
including high capacity loops and transport. Several important operational
and policy issues have been resolved by the FCC in favor of facilities
competitors, thereby further promoting competition.
